thoughts will enhance and ultimately improve the final quality and content of
any draft regulations
before adoption is considered by Tenino's City Council. Please note: The letters
"TMC" mean the Tenino Municipal Code.

City of Tenino Comprehensive Plan: The
City first adopted its Comprehensive Plan in 1990. It has been amended
several times since, with the latest amendment February 13, 2007 (linked
here). It is the visionary document stating the goals and
broad policies of the City.
The Comprehensive Plan was developed under The Growth
Management Act (GMA) (RCW 36.70A) and related state planning guidelines (WAC
365-195). One tool the City uses to evaluate the Comprehensive Plan is
a Plan excerpt
spreadsheet that boils down
all Plan Goals, Policies, and Actions into one document with a "How
to" column for notes on how these tasks are being (or will be) accomplished
by the City. Please help us do a better job of working for you by
reviewing this document to bring your ideas to the City, your Planning
Commission, or City Council members for consideration. |

Authority: Establishes City Code Enforcement Officer position and
procedures to enforce municipal codes. |

Welfare & Nuisances: Yard maintenance, garbage, junk vehicles,
noise complaints, parking and camping, fireworks, solid waste collection,
fair housing, general nuisances and public nuisances. |

- Shoreline Master Program:
This Title provides standards to regulate and promote
intensities and qualities of development to protect shorelines and the policy of the
Shoreline Management Act of 1971. The City adopted the; “Shoreline Master Program for the Thurston County Region,”
dated August 1983, plus amendments, to regulate shoreline uses and activities along the shoreline of Tenino. |

Title 18 - Development
Regulations - General Provisions:
This Title provides general provisions for all development
regulations about application filing, City review, public notice,
time periods, code interpretations, and enforcement and penalties. |

Title 18A - Comprehensive
Plan and Annexations:
This Title provides regulatory guidance regarding Comprehensive Plan change
procedures and the Annex process. |

Title 18B - Zoning:
The major purpose of the Development Regulations - Zoning is to implement
the City Comprehensive Plan, which is intended to prevent the harm posed by
uncoordinated and unplanned growth. This Development Regulation is not
intended to be the sole method of implementing the Comprehensive Plan.
Other methods such as subdivision regulations, taxing strategies, capital
facility expenditures, and other implementation techniques will also be
employed. Two elements of this regulation that have not been finalized are
the Sections regarding “Signs” and “Design Standards”, both of which are
under review by you City Planning Commission.

Title 18C - State
Environmental Policy Act (SEPA): The purpose of this Chapter is to provide regulations
that implement the State Environmental Policy Act of 1971 (SEPA). |

Title 18D - Critical Areas &
Natural Resource Lands: General requirements
and regulations for protection of critical areas. Critical areas (defined by
RCW 36.70A.030)
include wetlands; critical aquifer recharge areas; frequently flooded areas;
geologically hazardous areas (i.e., erosion, landslide, seismic, and
volcanic hazard areas); and streams, and fish and wildlife habitat areas.
This Chapter identifies and provides
regulatory measures to protect critical areas of Tenino from land uses and
development that are incompatible with critical areas and establish minimum
standards for development of sites This Title also consolidates procedures and regulations
that promote compatibility between the natural and built environment
within Tenino and detail the procedures for activities related
to critical areas and natural resource lands.
Natural resource lands are established in this Title to protect and conserve natural resource land features by
regulating development within and adjacent to or abutting natural resource
lands. |

Title 18E - Subdivisions
and Platting:
Every subdivision shall comply with the provisions of Chapter 58.17 Revised
Code of Washington, this Title, and all future amendments or applicable
Federal, State or local laws. Land divisions shall be allowed by
following procedures of this Title. |
